Budget Billing is a service limited to customers who pay on time. Unfortunately, last month you had an outstanding balance, so you have been removed from Budget Billing. 

To re-enroll you need to pay your outstanding balance of $[account balance]. Once paid, wait 24 hours, and you can re-enroll online.
